Electronic apostille
An independent explanation of the official Turkish e-Apostil system: documents covered, verification abroad and how it differs from paper.
Translation in the chain
Where does the translation fit?
- Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
- Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
- Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.

- e-Apostil country list versus the HCCH status table The official system lists 125 countries, the HCCH table 130 Contracting Parties: missing entries, extras, new accessions, the open Cyprus question.
- e-Apostil file versus e-Devlet barcode printout An e-Devlet barcode printout carries a query code, an e-Apostil file a qualified electronic signature; only the second is verified abroad.
- e-Apostille systems in other countries: who, since when From the HCCH e-APP chart: electronic apostille dates in France, Belgium, the UK, Spain and Russia; a foreign e-Apostille arriving in Türkiye.
- HCCH notice of 1 July 2026 on accepting e-Apostilles The HCCH notice of 1 July 2026: a valid electronic apostille cannot be refused for being electronic. The gap between rule and practice.
- Legal basis of e-Apostil: Postal Services Law art. 22 PTT is an intermediary under article 22 of Law no. 6475, in force since 2019; the ministries apply the apostille, PTT signs and delivers the file.
- Paper apostille or e-Apostil: which route when The same document can take a paper apostille or an e-Apostil: fee, time, form of delivery and acceptance abroad decide which route fits which case.
- Translating an e-Apostil document: what sources leave open The sources do not say how an e-Apostil document is translated; what is settled, and what the notary and the receiving office are asked.
- Verifying a Turkish e-Apostil abroad: upload, not lookup A Turkish e-Apostil file is checked by uploading it to the official page, not by number; the HCCH e-Register entry and the paper apostille route.
- When each document type joined the e-Apostil system The official e-Apostil system opened in steps: judicial papers in 2019, the civil registry extract in 2021, Formül A, B and C in 2023.
- Which documents e-Apostil covers, and which it does not The official Turkish e-Apostil system covers six document types; diplomas, powers of attorney and residence certificates are not on the list.
- Who applies for e-Apostil: the holder, via e-Devlet The application is made from the holder’s own e-Devlet account; agency applications, the extra identity number field and the citizenship condition.
