This page sets out the conditions of the translation service requested through this site and carried out at a distance. The quote form does not place an order; the contract is formed when a written quote is accepted, and no work starts before that. These conditions are read together with the quote; where the quote contains a specific term, that term prevails. They are written under Turkish law; a consumer in another country may also have the protection of that country’s own mandatory rules, which this page does not describe.
Parties
The service provider is Hacettepe Tercüme Ltd. Şti., registered at İhlamur Caddesi 9/8, Kızılay, Ankara, Türkiye; its MERSİS number (the Turkish central registry identifier), chamber registration and contact channels are on the contact details page. The client is the natural or legal person who accepts the quote. A client acting outside a trade or profession is a consumer within the meaning of the Turkish Law no. 6502 on Consumer Protection, and the withdrawal provisions below apply to that client; businesses and institutions fall under the general rules of contract.
Scope and limits of the service
The service is the translation of a written document into the stated language and, where needed, the organisation of notary certification of the translation. Notary certification is the notary’s own act; the office provides the sworn translator who signs the translation and arranges the visit to the notary office. The apostille is not part of the service: only the competent authority issues an apostille, and the application is made by the document holder. The office does not undertake the apostille application, does not follow its progress and does not obtain documents from authorities abroad. A translation office renders the text; it does not give legal advice, assess the outcome or issue the apostille itself. The rule of the authority that will receive the document is decisive.
How the contract is formed
A request through the form or by email is an invitation to quote, not an offer. After seeing the document, the office sends a written quote stating the scope, the time frame and the price. The contract is formed when the client accepts that quote in writing; a reply by email is enough. The quote states its period of validity; an acceptance that arrives after that period calls for a new quote. No payment is asked for anything done before the quote is accepted.
Price, payment and delivery
The price is in the quote and shows translation and the organisation of notary certification as separate items. Apostille, e-Apostil, notary and legalisation fees are set by the authority and change over time; they are not quoted on this site. Third-party fees such as the notary’s charge are passed on at the amount paid, against a receipt. The payment channel and timing are stated in the quote; a request for payment rests only on an accepted quote and comes only through the channel named there. Delivery follows the quote: an electronic translation by email, a notary-certified translation in person or by courier, including courier abroad where the client asks for it. The delivery period starts on the day the document has been seen in full and the acceptance has arrived; the working days and appointments of the notary office may affect it.
Right of withdrawal
A consumer may withdraw from the contract without giving a reason within the period set by the Turkish Regulation on Distance Contracts, counted from the formation of the contract. Notice of withdrawal is given in writing to the email address on the contact details page, and the office confirms that the notice has arrived. Translation is a service whose performance begins, with the consumer’s approval, before the withdrawal period ends; under article 15, first paragraph, point (h) of the Regulation, the right of withdrawal cannot be used for a service whose performance has begun. For that reason the acceptance of the quote asks explicitly whether the work should start at once; if you approve an immediate start, the right of withdrawal lapses for the part that has been performed. If you do not, the work starts when the withdrawal period ends. After a withdrawal, any amount paid is returned in the way described on the cancellation and refunds page.
Disputes and entry into force
Disputes arising from a consumer transaction go, within the value limits set each year, to the Turkish consumer arbitration committees (tüketici hakem heyeti) and the consumer courts; the consumer may apply to the committee of their own place of residence or of the office’s location. For commercial transactions the courts and enforcement offices of Ankara have jurisdiction. Turkish law applies to the contract. These conditions are in force from the verification date shown on the page; a change applies only to later quotes, and a contract already formed is governed by the text as it stood on the day of acceptance. A copy of this page is sent with the quote on request.
