Electronic apostille

e-Apostille systems in other countries: who, since when

From the HCCH e-APP chart: electronic apostille dates in France, Belgium, the UK, Spain and Russia; a foreign e-Apostille arriving in Türkiye.

Electronic apostilles are not peculiar to Türkiye. The implementation chart of the Hague Conference’s e-APP lists, with dates, which States issue electronic apostilles (e-Apostille) and which keep an online verification register (e-Register). This page reports from that chart the position of the main countries to which Turkish documents go or from which documents come to Türkiye, and says what can be verified on a foreign e-Apostille arriving in Türkiye. No fee information is given here; each authority’s fee is stated on its own HCCH page.

What the implementation chart records and what it omits

The chart shows only implementations notified to the HCCH; a State without a row does not necessarily lack an electronic service. Germany, Switzerland, the Netherlands and Italy have no row, and no further research was done on them for this site: whether Germany has a recent federal or Land initiative was not checked, and the practice of the Swiss cantons was not measured. The version of the chart read here is dated 13 August 2026; for later additions the current version of the chart is consulted.

France: notaries and the electronic apostille since May 2025

In mainland France the apostille has been issued since 1 May 2025 by the regional councils and interdepartmental chambers of notaries; the cour d’appel remains competent only for New Caledonia, French Polynesia and the French Southern and Antarctic Lands. The chart gives May 2025 as the start of e-Apostille for France and records the notaries’ apostille index as its e-Register. service-public.fr states that the apostille is issued in electronic form even when a paper document was submitted. A French document apostilled in mainland France since 1 May 2025 therefore carries an electronic apostille, and the chart names the notaries’ index as the register for checking it.

Belgium, the United Kingdom, Spain, Austria, Luxembourg

According to the chart Belgium has issued e-Apostilles since March 2018 and verifies them through the Foreign Ministry’s legalweb register. The United Kingdom has had the FCDO’s electronic apostille since December 2021; verification is on gov.uk and the paper apostille continues alongside. Spain is among the oldest: e-Apostille began in November 2008 in Murcia, went national in May 2011 and is backed by a central e-Register. Austria has implemented it since June 2015. Luxembourg started in May 2026 and verifies by QR code. Canada has an e-Register but no e-Apostille date; the federal authority requires a paper document for an apostille application.

Russia, Kazakhstan, Uzbekistan and their QR codes

The Russian Ministry of Justice has issued e-Apostilles since March 2023 and verifies them by QR code. Kazakhstan has implemented e-Apostille since January 2022; its e-Register is on egov.kz, and according to the HCCH page the apostille stamp is in the Kazakh language only; a Turkish institution that wants to read the certificate will therefore need it translated. Uzbekistan has issued e-Apostilles since August 2022 and keeps a separate verification site. Azerbaijan has an e-Register but no e-Apostille date. Where a document from these countries carries a QR code, the address behind the code is that State’s e-Register.

A foreign e-Apostille arriving in Türkiye

For a document coming to Türkiye from a Convention country the rule is an apostille from that country on the original and a notarised Turkish translation made in Türkiye. If the apostille is electronic, the Turkish authority can verify it on the issuing State’s e-Register, and under the HCCH notice it cannot be refused for being electronic. For Turkish notaries there is one written instruction: in article 10 of its Consolidated Circular 25 the Union of Turkish Notaries lists the States whose move to electronic apostilles has been announced to notaries, among them France, the United Kingdom, Japan and Kyrgyzstan, and asks that their e-apostilles be examined in line with the digitally signed e-apostille practice. How other Turkish institutions, the civil registry offices or the Council of Higher Education for instance, actually treat a foreign e-Apostille, and whether any of them is content with a printout, was not measured in this site’s survey, and no official instruction for them was found. Where the document is to be used in Türkiye, the institution is asked beforehand.

Translating an incoming e-Apostille and its certificate

When a foreign e-Apostilled document is to be used in Türkiye, the rule above calls for a Turkish translation certified by a Turkish notary. Whether the notary works from a printout of the document or wants the file itself, and how the electronic certificate is to be rendered, was not found in the sources read for this site; the notary is asked beforehand. The Kazakh example shows that the apostille itself may be a text the receiving institution wants translated. For a document leaving Türkiye with an e-Apostil, whether the destination State issues electronic apostilles itself does not alter its duty to accept. A translation office renders the text, does not verify the foreign apostille and does not make the acceptance decision.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
