Ukrainian diploma at YÖK: apostille there, notary here

YÖK requires an apostille on a Ukrainian diploma and transcript: the Ministry of Education places it in Ukraine, the Turkish text is notarised here.

Ukraine is one of two countries named on the recognition page of YÖK, the Turkish Council of Higher Education. Where the Bulgarian paragraph asks for an apostille on the translation as well, the Ukrainian paragraph is shorter: the diploma and the transcript have to carry an apostille. Why YÖK writes out a sentence that seems to add nothing to the general rule is not stated on its page. This page explains which Ukrainian authority places the apostille, what the online register does and does not do, the gap concerning documents from occupied territories, and how the Turkish translation is made in Türkiye.

What the Ukraine paragraph on the YÖK page adds

YÖK’s general list asks for the original diploma and a Turkish translation certified by a Turkish notary or a Turkish mission abroad. The Ukrainian paragraph adds an apostille on the diploma and on the transcript; unlike the Bulgarian paragraph it asks for no apostille on a translation and gives no starting date. In practice this means one act to be completed in Ukraine: an apostille on each of the two documents. The file then travels to Türkiye, and the translation is made here.

Ministry of Education and Science: the authority for a diploma

Ukraine has distributed the choice of competent authority under article 6 of the Convention by document type. According to the HCCH page, the authority for educational documents lies with the Ministry of Education and Science; the Ministry of Justice handles documents from courts, judicial bodies and notaries; the State Tax Service handles tax documents; and the remaining official documents go to the Ministry of Foreign Affairs. A diploma and a transcript belong to the first group. The fee depends on whether the applicant is a natural or a legal person and on the processing speed; the amounts are on the HCCH page. Unlike Türkiye, Ukraine has no single governor’s counter; the holder has to pick the right ministry.

The enic.in.ua register and the limit of the March 2026 e-apostille

The HCCH e-APP chart records that apostilles of the Ministry of Education and Science are checked at enic.in.ua; whether YÖK or a Turkish notary consults that register was not measured, as the last section notes. An electronic apostille exists only at the Ministry of Justice and only since March 2026; it does not cover educational documents. A Ukrainian diploma therefore reaches Türkiye with a paper apostille whose authenticity can be checked online. The distinction between an electronic apostille and an electronic register has few clearer examples.

Documents from temporarily occupied territories: the declarations

In declarations of 2015, 2022 and 2023 Ukraine notified that it cannot fully ensure its obligations under the Convention in areas of hostilities or temporarily occupied territories. Austria, Estonia, Finland, Latvia, Lithuania, Poland, Portugal and Romania declared that they will not accept documents from the de facto authorities in Crimea and Sevastopol; Germany declared that on this matter it deals with the Ukrainian government alone. The HCCH record shows no declaration by Türkiye. How YÖK assesses a diploma from a university in those areas was not researched in this site’s survey, and no claim is made here.

Turkish text certified by a Turkish notary or mission

The translation YÖK wants is certified by a Turkish notary or by a Turkish mission abroad. Two ways exist: while the diploma is still in Ukraine, the translation is certified at the Turkish mission there; or the document is brought to Türkiye and the Ukrainian-Turkish translation by a yeminli tercüman, a translator sworn before a Turkish notary, is certified by that notary. In both ways the translation follows the apostille; whether the Ukrainian certificate appears in the Turkish text is for YÖK to say. A Turkish translation certified by a Ukrainian notary does not fit YÖK’s definition; even with its own apostille, the requirement remains a Turkish notary or a Turkish mission.

Unverified on the Ukrainian diploma route

The page does not say since when the Ukrainian paragraph has applied. Through which channels the Ministry of Education and Science receives apostille applications under wartime conditions, and how long it takes, were not researched. Whether Turkish authorities actually consult the enic.in.ua register was not measured. This page offers no legal opinion; the one certain step on the Turkish side is the notarised Turkish translation of the apostilled diploma, and that step is the last link of the chain.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
