Uruguay: 18 September 2023 e-apostille and two registers

The Uruguay row shows 14 October 2012, no objection; e-apostilles since 18 September 2023, and the HCCH gives two register addresses.

Uruguay’s record is quiet: no objection in either direction, one directorate signing every certificate, and a precise day, 18 September 2023, on which the electronic certificate began. What needs attention is a small technical point: the HCCH gives two different addresses for checking a Uruguayan certificate. This page reads the 2012 row, describes the Montevideo directorate, explains the 2023 switch through gub.uy, sorts out the two register addresses, and says where Spanish translation belongs.

Uruguay’s 2012 row without an objection in either direction

Uruguay deposited its instrument of accession on 9 February 2012, and the HCCH status table shows 14 October 2012 in the Uruguay row. The six months open to objections passed without one, and Uruguay has never objected to another state’s accession; it does not appear in the Kosovo note, so a Uruguayan file raises no three-country objection problem of that kind. The full status report contains no exception between Türkiye and Uruguay, and the date that counts between the two countries is Uruguay’s own. Uruguay appears on the HCCH list of Members.

One directorate in Montevideo for every Uruguayan apostille

The HCCH authority page, updated on 13 May 2024, places the authority in Uruguay with the Directorate General for Consular Affairs of the Ministry of Foreign Affairs; there is no second channel by document type. A Turkish office reading a Uruguayan diploma, birth record or notarial power of attorney sees this directorate’s certificate; the Turkish Ministry of Foreign Affairs does not legalise a document that already carries an apostille. The fee is stated in Uruguayan pesos on the HCCH page with the remark that the amount applies as of January 2024; the amount is not carried over to this site, and the dated remark is a reminder that the figure may have moved by the time the page is read.

18 September 2023: the day Uruguay named for its e-apostille

The e-APP chart note on Uruguay gives an exact day: since 18 September 2023 electronic apostilles have been placed on public documents, and the procedure runs through the Ministry of Foreign Affairs service page on gub.uy, the Uruguayan government’s common portal. A Uruguayan document issued after that date may therefore carry an electronic certificate. A Turkish institution decides by its own practice whether it wants the file or a printout. Whether paper certificates continued after 18 September 2023 is not stated in the chart and was not verified here.

verapostilla or consultaapostillaweb: two Uruguayan register addresses

The two HCCH pages point to two different verification pages. The authority page gives a query page under verapostilla.mrree.gub.uy; the e-APP chart gives a redirect under sistemas.mrree.gub.uy named consultaapostillaweb. Both sit under the Foreign Ministry’s domain. Whether they open the same register, or whether one serves older paper certificates and the other electronic ones, was not verified in this site’s survey. A Turkish institution or notary checking a Uruguayan certificate uses the address printed on the certificate first; where the certificate shows none, both addresses are tried.

Turkish civil extracts for Montevideo without a multilingual shortcut

A Turkish document bound for Montevideo is apostilled by a Turkish authority. A civil registry extract or a diploma, and every notarial act such as a notarised translation or a power of attorney, go to a valilik or kaymakamlık, the provincial or district governor’s office; the original of a court judgment and a criminal record extract, both judicial documents, go to the adli yargı adalet komisyonu başkanlığı, the judicial commission at a high criminal court seat. The Onikişubat district office says it certifies documents issued anywhere, but Develi’s list stops at its own district; the any-province rule of Notaries Law art. 199 covers notarial acts only, and a uniform practice for administrative documents was not verified. Uruguay has not acceded to ETS 063, CIEC 16 or CIEC 17, so a Turkish multilingual birth or marriage form enjoys no exemption there and needs the certificate like any other document. Six document types can be handled through e-Apostil, the official Turkish electronic apostille system; whether a Turkish electronic certificate is accepted in Uruguay was not verified. The apostilled document is not taken to the Turkish Ministry of Foreign Affairs and does not pass through the Uruguayan mission.

Spanish translation on the Uruguay file and a fee note dated January 2024

In what form and under whose signature Uruguayan institutions accept a Spanish translation was not verified in this site’s survey; the receiving institution is asked. A translation made in Türkiye passes through a notary, and the notarisation receives its own apostille; the certificate confirms the notary’s signature and gives no assurance about the translated text. A Uruguayan document is translated into Turkish after the certificate is placed. Points left open on this page: the relation between the two register addresses, whether the January 2024 fee note still applies, the continuation of paper certificates, the form in which a Turkish e-Apostil is accepted in Montevideo, and the translation language. A translation office carries the text across and takes no part in the directorate’s procedure or the Uruguayan office’s decision.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
