Tonga: succession and certifying diplomatic missions

Tonga notified succession in 1971, effective 4 June 1970. The foreign ministry certifies, and so do some Tongan diplomatic missions.

Two details mark a Tonga file: the Convention reached the country as the continuation of an extension, and the certifying power sits not only in the ministry but also in some of Tonga’s missions abroad. This page is for Tongan offices receiving Turkish papers and for Turks with Tongan documents. It covers the succession record, the start with Türkiye, the missions’ certifying power and the article 1 limit on mission documents, the missing information and the place of translation.

Tonga’s 1971 notification and the 1970 date behind it

According to the HCCH notifications page, the United Kingdom extended the Convention to Tonga on 24 February 1965. After independence Tonga kept that link through a notification of succession, dated 28 October 1971 in the HCCH table; the effective date column reads 4 June 1970. The gap of about seventeen months arises because, in succession, effect reaches back to independence. The row carries “Su”; Tonga’s record contains no accession or ratification.

Tonga and Türkiye: a relationship from 1985

Since Tonga’s commitment reaches back to 1970, Tonga was already on the table when Türkiye became bound on 29 September 1985, and the start between the two is Türkiye’s date. The full status report records no objection or declaration between Tonga and Türkiye. No objection by Tonga to later accessions appears, and Tonga is not among the states counted in the Kosovo note. Tonga is not on the list of Members of the Hague Conference, a matter separate from its Convention record.

Tongan missions as certifying offices, and the limit in article 1

The HCCH authority page gives the power to the Ministry of Foreign Affairs, Immigration and Citizenship and states that it extends to certain diplomatic missions of Tonga. A Tongan certificate may therefore have been issued outside Tonga, at a mission counted as competent. That should not be confused with the limit in article 1 of the Convention, which keeps documents drawn up by diplomatic or consular officers outside it. In the HCCH record the missions appear as offices placing the certificate; that does not bring within the Convention a paper a mission drafts in its own capacity as issuer. Which missions are competent is not stated in the summary and could not be verified here.

A Tongan page with no date and no fee

Tonga’s authority page shows no update date and no fee. Because the ministry’s name combines foreign affairs, immigration and citizenship, whether the name or the list of missions has changed cannot be told from an undated page. The e-APP chart of 13 August 2026 has no row for Tonga and the authority page gives no register address. Tonga has not acceded to ETS 063, CIEC 16 or CIEC 17.

Turkish papers for Tonga, Tongan papers for Türkiye: where translation sits

A Turkish diploma or civil registry extract to be used in Tonga takes its certificate from a valilik or kaymakamlık, the provincial or district governor’s office. A power of attorney, a signature declaration or a notary’s certification of a translation enters the chain with a governor’s or district governor’s certificate; since the 2024 amendment, the applicant need not be in the notary’s province. For the original of a court judgment to be filed in Tonga, the certifying power lies with the adli yargı adalet komisyonu başkanlığı. What Tongan institutions expect regarding translation language and certification was not found in this site’s survey. Even when a Tongan certificate was placed at a mission, it remains a certificate of a Tongan authority; the Turkish translation is made in Türkiye and certified by a notary, and the receiving Turkish institution decides whether the certificate is translated. A translation office renders the text and does not confirm which mission is competent.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
