In a Turkish file, San Marino carries a recent change: since 5 September 2025 the 1968 European Convention, ETS 063, has applied to San Marino as well, removing legalisation from the diplomatic and consular documents of both countries. On the apostille side, nothing has moved for three decades. This page speaks to Sammarinese offices receiving Turkish papers and to Turks living in San Marino. It covers the 1995 date, the Minister of Foreign Affairs as holder of the certifying power, the notary distinction in the fee note, what the 2025 change means at a Turkish marriage office, and where translation fits.
San Marino’s row: accession in 1994, date shown 1995
San Marino deposited its accession on 26 May 1994, and the HCCH status table shows 13 February 1995. The article 12 period passed quietly: neither Türkiye nor any other state objected. San Marino has objected to no later accession and is not named in the Kosovo note, so a file that also involves a third country’s document meets no Convention obstacle. The date between San Marino and Türkiye is San Marino’s own. San Marino does not belong to the Hague Conference as a Member; membership and the Convention are separate records, and the first has no bearing on the second.
The Sammarinese Minister and the notary route in the fee note
The HCCH authority page, updated on 18 December 2019, gives the certifying power in San Marino to the Minister of Foreign Affairs; no separate authority by document type is reported. The fee note on that page contains one detail worth reading: it sets one fee when the certificate is delivered through an official of the Public Administration and a higher fee when it is delivered through a notary. Both amounts are in euro and are not reproduced here. The note describes delivery through a notary, not a notary signing the certificate; the full scope of the notary’s role was not verified on this site. Whatever the channel, a Turkish office receiving a Sammarinese document sees a certificate placed in the Minister’s name.
5 September 2025: what ETS 063 changes for consular documents
According to the Council of Europe table, San Marino has acceded to ETS 063, and the convention has applied to San Marino since 5 September 2025; for Türkiye the date is 23 September 1987. ETS 063 does not replace the apostille; it covers what the apostille leaves out. Documents drawn up by diplomatic or consular officers are outside the Apostille Convention under article 1, and ETS 063 removes legalisation for them. At a Turkish marriage office this reads as follows: a 2022 notice of the Derince municipality marriage office accepts a certificate of capacity to marry and a birth certificate issued by the missions of states in the 1968 convention without legalisation, with a notarised Turkish translation. That notice’s list leaves out San Marino because it predates the 2025 accession; the Council of Europe table is the current reference. San Marino has not acceded to CIEC 16 or CIEC 17.
No register for San Marino and the Turkish side of the file
The HCCH e-APP chart of 13 August 2026 has no San Marino row and the authority page gives no online register. In the opposite direction, a Turkish authority certifies a Turkish document for San Marino. For an administrative document such as a diploma or a civil registry extract that authority is the valilik or kaymakamlık, the provincial or district governor’s office. A notarial act such as a notarised translation is certified by a governor or district governor in any province or district. The original of a court judgment is certified by the adli yargı adalet komisyonu başkanlığı. Six document types can be certified through e-Apostil; how a Sammarinese office treats a Turkish electronic certificate was not verified.
Translation and what remains open for San Marino
Under article 4 the Sammarinese certificate is written in an official language of the issuing authority under the French heading. Which translation language and which certification Sammarinese institutions require for a Turkish document was not verified by this site’s survey; the receiving institution is asked. A translation made in Türkiye goes through a notary, and the certificate is placed on the notary’s certification; it relies on the signature of that certification, not on the meaning of the translation. On a Sammarinese document the Turkish translation follows the certificate. Open points on this page: the scope of the notary channel, whether the two fee tiers are current, the online register, translation acceptance and how a Turkish e-Apostil is received in San Marino. A translation office renders the text; whether the ETS 063 exemption covers a given document is decided by the institution receiving it.
