Monaco: judicial services sign, not French notaries

The Monaco row shows 31 December 2002. The Direction des Services Judiciaires certifies; the HCCH e-APP chart has no row for Monaco.

A Turkish file bound for Monaco can be prepared as though French rules applied. They do not. The Monegasque apostille arrangement stands on its own: a different authority signs, no electronic register is reported, and the conventions France shares with Türkiye do not extend to the Principality. This page is for a Monegasque employer, bank or registry office receiving Turkish papers and for Turkish residents of Monaco sending records home. It covers the 2002 date, the single certifying authority, the absence of an online register and the Turkish chain with French translation.

Monaco’s 2002 accession and an objection window that stayed empty

Monaco deposited its accession on 24 April 2002; the HCCH status table shows 31 December 2002. During the six months that followed, no state objected, Türkiye included, and the full status report records no exception between the two countries. Monaco has objected to no later accession and does not appear in the Kosovo note. The starting date between Monaco and Türkiye is Monaco’s own; before the end of 2002 no apostille relationship existed between the two. Monaco is listed among the Members of the Hague Conference.

One Monegasque signatory: the Direction des Services Judiciaires

According to the HCCH authority page, updated on 10 September 2020, a single body places the certificate in Monaco: the Direction des Services Judiciaires. Its name may not look like a ministry to a Turkish reader, yet a Monegasque birth record, notarial deed, company document or diploma receives its certificate there whatever institution issued it. No second channel or regional office is reported. The fee is stated in euro on the HCCH page and not copied here; since the page has not been updated since 2020, whether the fee is still the same remains open.

Next to France, outside the French rules

Since 1 May 2025 apostilles in mainland France have been placed electronically by the regional councils of notaries; that arrangement does not reach Monegasque documents, and a Monaco certificate is not searched for in any French notarial register. The difference extends to the side conventions. France relieves some Turkish documents of legalisation through ETS 063 and CIEC 17, while Monaco has not acceded to ETS 063, CIEC 16 or CIEC 17. A Turkish civil registry extract that would travel to Paris under an exemption therefore needs a Turkish apostille when it goes to Monaco. EU Regulation 2016/1191 offers no alternative, since Türkiye is outside its scope.

Checking a Monegasque certificate without an online register

The HCCH e-APP chart of 13 August 2026 has no Monaco row, and the authority page lists no online register. That does not prove Monaco offers no electronic service; it shows only that none has been reported to the HCCH. No online check for a Monaco certificate is known, and how Monaco keeps the register of certificates called for by article 7 was not verified on this site.

Turkish civil and academic records for Monaco, and their translation

For a Turkish document going to Monaco, a Turkish authority places the certificate. A civil registry extract or diploma goes to a valilik or kaymakamlık, the governor’s office of a province or district. Every notarial act, including the notary’s certification of a translation, is also certified by a governor or district governor, and since 2024 the notary’s own province no longer limits where that is done. For the original of a court judgment and for a criminal record extract, both judicial documents, the competent body is the adli yargı adalet komisyonu başkanlığı, the judicial commission at a high criminal court seat. Under article 4 the Monegasque certificate is written in an official language of the issuing authority under the French heading. Which translation language and which certification Monegasque institutions accept for a Turkish document was not confirmed by this site’s survey. If the translation is done in Türkiye, the certificate goes on the notary’s certification and speaks for the signature, not for the wording. A Monegasque record is translated into Turkish after its certificate is placed. Open points: the current fee, the verification route and translation acceptance. A translation office’s part is limited to rendering the text.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
