Honduras has a short record: an accession nobody objected to, a single ministry and a fee line in three currencies. This page is for Honduran institutions receiving Turkish documents and for Turks with Honduran papers. It covers the 2004 date, the ministry named as the Secretaría de Estado, how to read the fee line, the absence of a verification address at the HCCH and the place of translation; what the record does not contain is written down as missing, not guessed.
2004 in the Honduran row: an accession without objection
Honduras deposited its instrument of accession on 20 January 2004, and the HCCH table shows 30 September 2004. Under article 12, an accession takes effect with states that raise no objection within six months; no objection to Honduras is on record. Honduras in turn has objected to no later accession and is not named in the Kosovo note. The relationship with Türkiye began on Honduras’s own date, and the full status report shows no exception between the two. Honduras is a Member of the Hague Conference, but it has not acceded to ETS 063, CIEC 16 or CIEC 17.
Secretaría de Estado: the single Honduran authority
The HCCH authority page, updated on 27 September 2021, gives the certifying power to the Ministry of Foreign Affairs and also names it in Spanish: Secretaría de Estado en el Despacho de Relaciones Exteriores. That name has practical use for a Turkish reader: when “Secretaría de Estado” appears on a Honduran document, it refers to the authority in the HCCH record itself, not to a sub-unit. No second authority by document type is listed. In which city, or in how many offices, the certificate is issued is not stated in the HCCH summary and was not verified here.
Lempiras, dollars and euros on the Honduran fee line
The fee is given in lempiras, followed by approximate equivalents in US dollars and euros. The amounts are not reproduced on this site; the current figure is read on the HCCH page. The record calls the dollar and euro figures approximate, the page dates from 27 September 2021, and the currency of the fee is the lempira. Whether the fee is charged per document and where it is paid is not stated in the HCCH summary. Türkiye works differently: its HCCH record states that no charge is made for certificates from governors’ offices, while an e-Apostil application carries a PTT service charge published on the official system’s FAQ page.
No verification address found for Honduras
The e-APP chart of 13 August 2026 has neither an e-Apostille date nor a register link for Honduras, and the authority page gives no register address. That gap does not show that Honduras offers no electronic service; it shows only that no date or address has been notified to the HCCH. The route for checking a Honduran certificate was not found in this site’s survey, and no conclusion about the form in which the certificate is issued is drawn from the record.
A Turkish document for Honduras: authority, place and applicant
For a Turkish document used in Honduras, a Turkish authority places the certificate. For administrative documents such as a civil registry extract or a diploma, the valilik or kaymakamlık, the office of a provincial or district governor, is competent. Every notarial act, whether a notarised translation, a power of attorney or a true copy certification, is also certified by a governor or district governor; since 30 November 2024 this can be done in any province or district, and the old requirement to apply where the notary sits has gone. The original of a court judgment is certified by the adalet komisyonu başkanlığı at a seat of a high criminal court. Under article 5 of the Convention, the application may also be made by the person presenting the document, though some offices may still ask for a notarised power of attorney. Once certified, a Honduran file needs no second legalisation at the Turkish Ministry of Foreign Affairs, whose information sheet says it does not legalise apostilled papers.
Translation in a Honduran file: the institution decides
Into which language, and under whose signature, Honduran institutions want a Turkish document translated was not verified on this site; the receiving institution is asked. A translation made in Türkiye enters the chain through a notary’s certification, which then receives its own certificate; that certificate confirms the notary’s signature and capacity and gives no assurance about the translation. When a Honduran document is translated into Turkish, the Turkish institution receiving it decides whether the certificate is translated too. Open points: the number of offices issuing certificates, how the fee is paid, the verification route and how a Turkish e-Apostil document is received in Honduras. A translation office renders the text; the choice of authority and the acceptance decision are not its business.
