Grenada: accession, not succession, and a 2002 start

Grenada acceded on 17 July 2001; its relationship with Türkiye starts on 7 April 2002. Two officials of the foreign and trade ministry sign.

Grenada reached the apostille system by a different road from its neighbours Antigua and Barbuda or Barbados: its HCCH row shows accession, not succession. That difference has a direct consequence in a Turkish file, because the relationship between the two countries starts in 2002, not in 1985. This page is for Grenadian ministries, schools and employers receiving Turkish papers and for Turks in Grenada. It covers the accession record, the six-month objection window, the two Grenadian signatories, the undated authority page and translation.

Grenada’s accession of 17 July 2001

Grenada’s row in the HCCH table carries the letter A: it acceded on 17 July 2001, and the Convention began to operate for it on 7 April 2002. The rows of Antigua and Barbuda, Barbados, the Bahamas, Dominica and Saint Vincent and the Grenadines carry “Su”, for succession. The two routes produce dates differently. Succession reaches back to independence; accession runs forward and opens an objection period for the other states. Nobody objected to Grenada’s accession, Grenada has objected to no later one, and it does not appear in the Kosovo note.

Six months, no Turkish objection, and 7 April 2002

Under article 12, an accession takes effect between the acceding state and those states that raise no objection within six months after being notified. Türkiye raised none, so between Grenada and Türkiye the start is Grenada’s date, 7 April 2002. Before then, a Turkish document going to Grenada, or a Grenadian one coming to Türkiye, could not travel under an apostille. How a legalisation completed in that earlier period is treated now was not found in this site’s survey; with an older Grenadian document, the receiving institution is asked first.

Permanent Secretary and Senior Administrative Officer in Grenada

The HCCH authority page names the Ministry of Foreign Affairs and International Trade and, within it, two signatories: the Permanent Secretary and the Senior Administrative Officer. The ministry’s remit includes foreign trade, yet the HCCH summary draws no line between document types. A Grenadian birth record, diploma or notarial paper thus reaches a Turkish office bearing the certificate of one of these two officials. Keeping the power in one ministry distinguishes Grenada from Dominica, where law officers and registrars sign.

Grenada’s undated page: what could not be verified

The Grenadian authority page shows no update date, so whether the two titles are still current cannot be read from it. It gives no fee either. The e-APP chart of 13 August 2026 has no Grenada row and the page points to no online register, so the question of how a Grenadian certificate is checked stays open. Grenada is not a Member of the Hague Conference and has not acceded to ETS 063, CIEC 16 or CIEC 17.

Turkish documents for Grenada and Grenadian documents in Turkish

A Turkish document for Grenada is certified by a Turkish authority. A civil registry extract or a diploma is an administrative document and goes to a valilik or kaymakamlık, the office of a provincial or district governor. Acts before a notary, from a power of attorney to a notarised translation, enter the chain with a certificate from a governor or district governor, and the application is not tied to the notary’s province. For a criminal record extract or the original of a court judgment, the certifying body is the adli yargı adalet komisyonu başkanlığı. e-Apostil serves six document types; how Grenadian institutions accept a Turkish electronic certificate was not verified. The language and certification they expect for a translation made in Türkiye were not found on this site either. A Grenadian document is put into Turkish from the copy carrying its certificate, and the Turkish institution receiving it decides whether the certificate is translated. A translation office renders the text and gives no opinion on documents from before 2002.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
