Slovakia: eight kinds of apostille authority, no exemptions

Slovakia spreads apostilles over eight kinds of authority and has no e-Apostille; with no extra treaty with Türkiye, even multilingual forms need one.

Among the country pages on this site, Slovakia is the state where apostille competence is split into the largest number of pieces: regional courts, the Ministry of Justice, four further ministries, district offices and the foreign ministry. At the same time no additional regime between Slovakia and Türkiye removes the apostille; neither a multilingual civil status form nor a consular document enjoys an exemption in Slovakia. This page maps the authorities, describes the chain without exemptions, notes Slovakia’s objection to Kosovo and records that no electronic apostille has been notified.

From regional court to foreign ministry: the Slovak map of competence

The HCCH authority page (25 April 2022) distributes apostille competence in Slovakia as follows: regional courts for documents of district courts, notaries, bailiffs, official translators and experts; the Ministry of Justice for other judicial documents; the Ministries of Interior, Education, Health and Defence and the district offices for documents within their competence, civil registry extracts included; the Ministry of Foreign and European Affairs for every other public document. On a Slovak document the office that placed the certificate reveals the type of document. Fees vary by authority and are stated on the HCCH page; none is copied here.

A Slovak official translator’s signature is apostilled by the regional court

One detail in that list concerns the translation chain directly: documents of official translators receive their apostille from the regional court. A translation made in Slovakia by an official translator can therefore reach Türkiye with the translator’s own signature apostilled by a court. The Turkish arrangement differs: the translation of a yeminli tercüman, a sworn translator whose oath is recorded at a notary, is certified by that notary, and the apostille is placed on the notarial certification by the valilik (provincial governor’s office) or the kaymakamlık (district governor’s office); the translator’s signature is never apostilled directly. Since the two systems do not resemble each other, a Slovak authority looking at a Turkish translation finds a notarial certification and its apostille rather than a translator’s certificate; whether that is accepted is asked of the receiving institution.

Multilingual forms and consular papers both need an apostille in Slovakia

Slovakia has not acceded to ETS 063, CIEC 16 or CIEC 17. Three consequences follow. A birth, marriage or death extract issued in multilingual form (Formül A, B or C) by a Turkish nüfus müdürlüğü, the civil registry office, enjoys no exemption in Slovakia and takes an apostille. Documents presented with a view to marriage have no legalisation exemption. A document drawn up at the Turkish mission in Slovakia is outside the scope of the Apostille Convention, and with no 1968 exemption either, how a Slovak authority accepts it was not verified on this site. EU Regulation 2016/1191 works between Slovakia and the other Member States and does not cover a Turkish document.

Slovakia among the objectors to Kosovo

Slovakia acceded on 6 June 2001; its HCCH row shows 18 February 2002, and Türkiye raised no objection. Slovakia itself is among the states that objected to the accession of Kosovo and is named in the Kosovo note of the HCCH full report. A Kosovar document cannot be used in Slovakia with an apostille. In a three-country file passing through Türkiye, the Kosovar diploma of a student in Türkiye bound for Slovakia for instance, the apostille route is closed and the two states’ own legalisation procedures apply. A file between Türkiye and Slovakia is not affected.

No Slovak row in the e-APP chart and a record from April 2022

The HCCH e-APP chart of 13 August 2026 has no row for Slovakia. No online register for Slovak apostilles is known. The authority page was last updated in April 2022; whether ministry names or the division of work have changed since was not checked on this site. How Slovak authorities accept a Turkish document from e-Apostil, the official Turkish electronic apostille system, was not verified either.

Order of translation and apostille on the way to Slovakia

For a Turkish document going to Slovakia, the receiving institution is first asked where the translation is to be made. If in Türkiye, the sworn translator’s translation is certified by a notary and the notarial certification is apostilled at a governor’s office; the original receives its own apostille separately. If in Slovakia, only the original is apostilled in Türkiye and an official Slovak translator adds the translation. For a Slovak document coming to Türkiye the translation comes last: the document, already apostilled, is translated into Turkish and the translation is certified by a notary; which pages that translation must cover, the Slovak certificate among them, is for the Turkish institution to specify. A translation office renders the text; it does not determine which authority places the apostille.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
