Singapore is one of the least surprising apostille destinations for a Turkish document: nobody objected to its 2021 accession, one authority places every apostille, and that authority has offered an electronic version since the summer of 2025. What makes Singapore worth its own page is the identity of the authority. The apostille comes not from a ministry or a court but from the Singapore Academy of Law. This page is for a Singaporean employer, school or registry receiving a Turkish document, and for the Turkish office receiving a Singaporean one: the dates in the row, the Academy’s role, the electronic certificate, and the paper or electronic route for a Turkish document.
18 January and 16 September 2021: a row without objections
Singapore deposited its instrument of accession on 18 January 2021; the date shown in the HCCH status table is 16 September 2021. During the six-month window that article 12 of the Convention gives other states, none objected, and the full status report records no objection and no declaration in the Singapore row. Between Türkiye and Singapore there is therefore no exception of any kind. Singapore is also named in the HCCH list of Members, so membership and the status table coincide here, unlike some of its neighbours, where only membership exists.
The Singapore Academy of Law as apostille authority
According to the HCCH authority page, the only authority in Singapore is the Singapore Academy of Law. In Singapore the competence is held not by a ministry but by the institutional body of the legal profession. There is no split by document type: a court judgment, a civil record, a notarial act and a diploma all receive their apostille from the same body. The fee is stated on the HCCH page and is not carried over to this site. A Singaporean document arrives in Türkiye with the Academy’s certificate; the Turkish Ministry of Foreign Affairs does not legalise a document that already carries an apostille.
June 2025: electronic apostilles and the register at legalisation.sal.sg
The HCCH e-APP chart records that the Academy has placed electronic apostilles since June 2025 and keeps its online register at legalisation.sal.sg. A Singaporean document may therefore reach Türkiye as an electronic certificate, which the Turkish office or notary confirms in that register. Whether a Turkish institution wants the electronic certificate printed or as a file was not measured on this site. Whether the Academy still places paper apostilles alongside the electronic ones is not stated in the e-APP chart; if the receiving Turkish office declines an electronic document, the question goes to the Academy.
A Turkish document for Singapore: paper apostille or e-Apostil
A Turkish document is apostilled by a Turkish authority: the valilik or kaymakamlık, the provincial or district governor’s office, for administrative documents and for every notarial act; the adli yargı adalet komisyonu başkanlığı, the judicial commission, for the original of a court document. For the six document types covered by e-Apostil, the official Turkish electronic apostille system, among them criminal record extracts, court decisions and civil registry extracts, an electronic certificate is also an option. Whether a Turkish electronic apostille is accepted in Singapore was not verified on this site, and the receiving institution there is asked in advance. An apostilled document is not taken to the Turkish Ministry of Foreign Affairs and does not pass through the Singaporean mission.
Verifying a Singaporean apostille in a Turkish office
A Singaporean company document, diploma or marriage certificate is processed in Türkiye in two steps: the apostille is confirmed in the online register, and the document is presented with a Turkish translation certified by a notary, whose coverage of the Academy’s certificate is a matter for the receiving office. Singapore has not acceded to ETS 063, CIEC 16 or CIEC 17, so no exemption beyond the apostille exists between the two countries and no multilingual form spares a civil record the certificate. On company documents the exclusion of administrative documents dealing directly with commercial or customs operations is kept in mind; a document belonging to a company is not excluded on that ground alone.
English documents from Singapore and the unverified points
A document in English from Singapore is presented with a notarised Turkish translation. For a Turkish document going to Singapore, an English translation made in Türkiye is notarised and that notarial act receives its own apostille; the apostille attests the notary’s signature, not the accuracy of the translation. Whether the Singaporean institution prefers the translation made on its own side, and what the counterpart of a sworn translator is in Singapore, was not verified in this site’s survey. The other unverified point is the form in which a Turkish electronic apostille is accepted in Singapore. A translation office renders the text; it places no apostille.
