Seychelles: four certifying authorities and a 1979 date

The Seychelles row shows 31 March 1979; the relationship with Türkiye began on 29 September 1985. Four authorities certify; the HCCH page has no fee.

Seychelles joined the apostille system well before Türkiye and spreads the certifying power over four authorities. A Seychelles file in Türkiye may be a company file: the documents and authorisations of a company registered in Seychelles, needed by a Turkish bank or trade registry. This page is for registries and corporate service providers in Victoria preparing papers for Türkiye and for Turks dealing with Seychelles. It covers what the 1979 date means for a Turkish file, the four authorities, the position of the Supreme Court Registrar, the missing fee and register information and the order of translation.

The 1978 accession and Türkiye’s 1985 date

Seychelles deposited its accession on 9 June 1978, and the HCCH table shows 31 March 1979. Türkiye had not yet ratified at that point, so the article 12 objection window never ran for Türkiye, and the relationship between the two countries began when Türkiye’s ratification took effect on 29 September 1985. The full status report shows no exception between them. Seychelles has objected to no later accession and is not in the Kosovo note. Seychelles has no seat among the Members of the Hague Conference, a fact separate from its Convention record.

Minister, Attorney General, Cabinet Secretary and Supreme Court Registrar

According to the HCCH authority page, updated on 19 January 2022, four authorities hold the certifying power in Seychelles: the Minister responsible for Foreign Affairs, the Attorney General, persons authorised by either of them, the Secretary to the Cabinet and the Registrar of the Supreme Court. The power is thus held at different levels: a minister, the Attorney General, the Cabinet secretary and a court official. The HCCH summary does not say which document goes to which authority, and that allocation was not verified on this site.

Seychelles court documents and the Registrar of the Supreme Court

The Registrar of the Supreme Court is one of the four authorities named on the HCCH page. Which authority certifies a Seychelles court document, the Registrar alone or also the Attorney General or the Minister, was not verified here. Recognition or enforcement of a Seychelles judgment in Türkiye is a separate judicial matter; the certificate attests only the signature, the capacity of the signer and the seal, and says nothing about the judgment’s effect in Türkiye.

Fee and register: two blanks for Seychelles

The data record marks the fee for Seychelles as unverified: the HCCH authority page gives none and none was found on this site. The e-APP chart of 13 August 2026 has no Seychelles row, and the authority page names no online register; it does not say whether the four authorities keep one register or separate ones. Seychelles has not acceded to ETS 063, CIEC 16 or CIEC 17, and a document from a Seychelles mission gains nothing from the 1968 exemption.

Turkish documents for Victoria and the translation language

A Turkish document for Seychelles is certified by a Turkish authority. An administrative document goes to a valilik or kaymakamlık, the provincial or district governor’s office. A notarial act is certified by a governor or district governor, and the notary’s province is no longer decisive. The original of a court judgment goes to the adli yargı adalet komisyonu başkanlığı. Which language Seychelles institutions want for a translation of a Turkish document was not verified by this site. On a translation done in Türkiye the certificate is placed on the notary’s certification. On a Seychelles document the Turkish translation follows the certificate, and rendering the Seychelles certificate too is left to the receiving institution in Türkiye. Open points: the split among authorities, the fee, the register and the translation language. A translation office renders the text and does not assess the effect of a company document in Türkiye.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
