Saint Lucia: five certifying bodies and a company registry

Saint Lucia acceded on 5 December 2001; start 31 July 2002. Two ministries, two registries and the Solicitor General hold the power.

Saint Lucia spreads the certifying power widely: the senior officials of two ministries, two registries and a government law officer all hold it. This page is written for Saint Lucian institutions and businesses receiving Turkish papers and for Turks with dealings in Saint Lucia. It explains the 2001 accession and the start date with Türkiye, the five bodies, why the companies and intellectual property registry matters, the fee line and the order of translation.

Saint Lucia’s accession and 31 July 2002

Saint Lucia deposited its accession on 5 December 2001, and the HCCH table shows 31 July 2002. The row carries A, like Grenada’s, which came about four and a half months earlier; neither is a succession. The six-month objection period passed without a Turkish objection, so the two countries count from Saint Lucia’s own date. Saint Lucia has objected to no later accession and is not named in the Kosovo note of the full status report. The Turkish Ministry of Foreign Affairs visa page writes the country as “St. Lucia”.

Foreign Affairs, Finance, two registrars and the Solicitor General

The authority page, updated on 2 February 2024, lists five bodies. Two are ministries: the Permanent Secretaries and Deputy Permanent Secretaries of Foreign Affairs and of Finance. The third is the Registrar of Companies and Intellectual Property, the fourth the Registrar of the Supreme Court, and the fifth the Solicitor General, a government law officer. The HCCH summary sets no division by document type, and none was confirmed here. On a Saint Lucian document, a Turkish office will see the signature of one of these seven officials.

The companies and intellectual property registry on the list

Including a companies registry among the signatories distinguishes Saint Lucia from lists limited to ministries or courts. The registry’s name also covers intellectual property, yet the HCCH summary does not say whether its power is confined to documents it issues or reaches further. For Türkiye, the relevant rule sits in article 1 of the Convention: administrative documents dealing directly with commercial or customs operations fall outside it, but a document is not excluded merely because it belongs to a company. What a Turkish trade registry or bank asks for on a Saint Lucian company document besides the certificate was not verified on this site.

A fee in US dollars and the register question

The authority page gives one fee per certificate, in US dollars. This site does not print foreign fees as amounts; the current figure is on the HCCH page. The e-APP chart of 13 August 2026 has no Saint Lucia row and the authority page gives no online register; whether the five bodies record their certificates in a single register was not confirmed here. Saint Lucia is not a Member of the Hague Conference and has not acceded to ETS 063, CIEC 16 or CIEC 17, so a document drawn up by a Saint Lucian mission gains nothing from the 1968 exemption.

Turkish documents for Saint Lucia and Saint Lucian documents in Turkish

A Turkish document for Saint Lucia is certified in Türkiye. For administrative documents, a diploma or civil registry extract among them, the competent office is a valilik or kaymakamlık, a provincial or district governor’s office. A notarised translation and a power of attorney are notarial acts; a governor or district governor certifies them wherever the application is made (Notaries Law, article 199). Applications for a criminal record extract and the original of a court judgment go to the adli yargı adalet komisyonu başkanlığı. e-Apostil produces electronic certificates for six document types; how Saint Lucian institutions accept them was not verified. Which language and certification they require on a translation made in Türkiye was not found in this site’s survey. A Saint Lucian document is translated into Turkish from the copy bearing the certificate, and the Turkish institution decides whether the certificate appears in the translation. A translation office renders the text and does not assess the legal effect of a company document in Türkiye.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
