Rwanda: e-apostilles from 2024, real estate powers excluded

The Rwanda row shows 5 June 2024, Germany alone objected; Kigali began electronic apostilles that month, and the Turkish e-Apostil list omits Rwanda.

Rwanda moved onto the apostille route for Turkish documents in the summer of 2024 and began placing electronic certificates in the same month. Two things complicate the picture: the country list of the official Turkish e-Apostil system does not name Rwanda, and Rwanda keeps powers of attorney over real estate outside the apostille. This page is for the Rwandan university, employer or registry receiving a Turkish document and for the Turkish office receiving a Rwandan one: the 2024 date and the single objection, the real estate declaration, the gap in the Turkish list, the electronic certificate from Kigali, and the register at irembo.gov.rw.

Apostille and e-apostille started the same month in Rwanda

Rwanda deposited its instrument of accession on 6 October 2023, and the HCCH status table shows 5 June 2024. According to the e-APP chart of 13 August 2026, the Rwandan Ministry of Foreign Affairs and International Cooperation has placed electronic apostilles since June 2024, the same month in which the Convention began to apply to Rwanda. The online register at irembo.gov.rw is queried both by link and by the QR code on the certificate. A Rwandan diploma or birth record may therefore reach Türkiye as an electronic certificate, which the Turkish office or notary confirms in that register. Turkish notaries have heard of the change from their own professional body as well: the Union of Turkish Notaries (TNB) names Rwanda in its Consolidated Circular 25 among the states issuing electronic apostilles, gives 05.06.2024 as the starting date and asks notaries to look for the Rwandan e-apostille in line with the digitally signed e-apostille practice. Whether paper certificates are placed as well is not stated in the chart and was not verified here.

Powers of attorney over Rwandan real estate: the 2023 declaration

Together with its accession on 6 October 2023 Rwanda made a declaration: powers of attorney relating to real estate are excluded from the apostille. The consequence for a Turkish file is concrete. A notarised power of attorney drawn up in Türkiye for the purchase, sale or management of a property in Rwanda may carry an apostille from the district governor’s office, and a Rwandan authority is still not bound by the declaration to read that certificate as a Convention certificate. Which route such a paper takes, how the Rwandan mission legalises it and which documents Rwanda counts under the declaration were not verified in this site’s survey; the receiving Rwandan authority and the mission are asked beforehand. Powers of attorney unrelated to real estate, and every other notarial act, travel with an apostille.

Rwanda in the HCCH table, missing from the Turkish e-Apostil list

The list of active countries in the official Turkish e-Apostil system, read on 21 September 2026, did not contain Rwanda, while the HCCH status table has a Rwanda row. This site’s data record follows the HCCH for the list of countries; the e-Apostil list is the option list of an application screen, and when it was last updated is not known. What happens when someone sending a criminal record extract or a civil registry extract to Rwanda finds no Rwanda entry on that screen is not stated in the official sources read for this site; the question goes to the official system. The reason for the gap was not verified either; the same gap exists for Bangladesh and is described on that country’s page.

Germany’s single objection and a three-country file through Kigali

Germany alone objected to Rwanda’s accession, so the apostille does not run between Germany and Rwanda. Türkiye did not object, and the full status report contains no exception between Türkiye and Rwanda. A single objection does not touch a Turkish document; it appears only when a person living in Türkiye has to send a German document to Kigali, in which case that document cannot rely on a German apostille, and a Rwandan document bound for Germany meets the same limit; which route applies instead is not stated in the sources read for this site. Rwanda is named in the HCCH list of Members; it has not acceded to ETS 063, CIEC 16 or CIEC 17, and no multilingual form exemption exists for civil records.

Kigali’s Foreign Ministry certificate and the irembo.gov.rw register

According to the HCCH authority page, updated on 9 October 2023, the authority in Rwanda lies solely with the Ministry of Foreign Affairs and International Cooperation; the page states no fee, and the data record marks that gap as unverified. The electronic certificate is checked at irembo.gov.rw, and since the register answers both to a link and to a QR code, a Turkish office can scan the code on the certificate or open the address directly. Whether a Turkish institution wants the electronic Rwandan document printed or as a file follows that institution’s own practice and was not measured here. The Turkish Ministry of Foreign Affairs does not legalise a Rwandan document that already carries an apostille.

English or French for Rwanda and the fee the record does not state

Whether Rwandan institutions want English or French was not verified in this site’s survey; the receiving institution is asked. A translation made in Türkiye passes through a notary, and the notarial act receives its own apostille from the governor’s office; the certificate attests the notary’s signature, not the accuracy of the text. The original of a court judgment is apostilled by the adli yargı adalet komisyonu başkanlığı, the judicial commission at a high criminal court seat. A Rwandan document is translated into Turkish after the electronic certificate is placed. The unknowns are the fee of the Rwandan authority, the route for a real estate power of attorney, the existence of paper certificates, the reason for the gap in the e-Apostil list, and the form in which a Turkish electronic certificate is accepted in Kigali. A translation office renders the text; it gives no legal opinion on the scope of the declaration and places no certificate.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
