Jamaica: apostilles from July 2021 and a Kingston ministry

Jamaica acceded on 2 November 2020; date shown 3 July 2021. The Ministry of Foreign Affairs and Foreign Trade certifies; no fee on the HCCH page.

The apostille has run between Jamaica and Türkiye since 3 July 2021, so the date of a Jamaican or Turkish document matters when it is read against that line. This page speaks to Jamaican employers, schools and registries receiving Turkish papers and to Turks in Jamaica. It covers the 2020 accession, the single authority in Kingston, the missing fee and register information, the Turkish chain and the translation of Jamaican documents into Turkish.

Jamaica among the recent accessions

Jamaica deposited its accession on 2 November 2020, and the HCCH status table shows 3 July 2021. No state objected during the six-month window, Türkiye included, and the full status report records no exception between the two countries. Jamaica has objected to no later accession and is not named in the Kosovo note. The start date between Jamaica and Türkiye is Jamaica’s own.

Before and after 3 July 2021 on a Jamaican file

Until 3 July 2021 there was no apostille relationship between Jamaica and Türkiye; how documents travelled between the two before that date is outside the sources read for this site. Since then a Jamaican document reaches Türkiye with a Jamaican certificate alone, and a Turkish document reaches Jamaica with a Turkish one. Whether a document certified under an earlier procedure needs a new certificate when reused was not confirmed by this site’s survey; the receiving institution is asked.

The Ministry of Foreign Affairs and Foreign Trade in Kingston

The HCCH authority page, updated on 4 November 2020, places the certifying power with the Ministry of Foreign Affairs and Foreign Trade. The page was written two days after the accession and has not been updated since; no second authority, regional office or split by document type is reported. The data record marks the fee as unverified: the HCCH page gives none and none was found here. On a Jamaican birth record, diploma or notarial document, a Turkish office sees the certificate of this ministry.

Verifying a Jamaican certificate without register data

The e-APP chart of 13 August 2026 has no Jamaica row, and the authority page names no online register. Article 7 of the Convention asks each authority to keep a register of the certificates it places, but whether the Jamaican register can be searched online was not verified on this site. Jamaica has no seat among the Members of the Hague Conference, which does not affect its Convention record. Jamaica has not acceded to ETS 063, CIEC 16 or CIEC 17.

Turkish documents for Kingston and the translation step

A Turkish diploma or civil registry extract for Jamaica receives its certificate from a valilik or kaymakamlık, a provincial or district governor’s office. For notarial acts, a notarised translation included, the certificate again comes from a governor or district governor, and the application can be made in any province or district of Türkiye. The original of a court judgment for use in Kingston is certified by the adli yargı adalet komisyonu başkanlığı. A document that has received its certificate does not continue to the Legalisation Unit of the Turkish Ministry of Foreign Affairs. Which translation language and which certification Jamaican institutions expect for a Turkish document, and how they treat a Turkish e-Apostil printout, was not verified by this site. On a Jamaican document the Turkish translation follows the certificate. A translation office produces the translation and plays no part in the validity of the certificate or in the institution’s decision.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
