Eswatini: missing from the Turkish e-Apostil country list

Eswatini has a row in the HCCH table but not in the Turkish e-Apostil country list. The foreign ministry certifies; effect runs back to 1968.

Eswatini is one of a handful of countries that have a row in the HCCH status table but do not appear in the list of active countries of Türkiye’s e-Apostil system. This page is for institutions in Eswatini receiving Turkish documents and for people in Türkiye preparing papers for Eswatini. It explains what that gap means and does not mean, the physical certificate route when the country cannot be selected on screen, the succession record, the certifying ministry and the place of translation.

Absent from the e-Apostil list: what the HCCH table shows

When this site read the active country list of the e-Apostil system on 21 September 2026, Eswatini was not on it; Bangladesh, Bolivia, Rwanda and the Cook Islands were missing as well. The HCCH status table does have an Eswatini row, and this site takes country status from the HCCH table; the status is shown in the box above. The e-Apostil list offers the options of an application screen and does not match the HCCH table one to one: Burkina Faso, which has no row in the HCCH table, appears in it. Why Eswatini is absent from the list was not verified here.

Physical certificates and the barcode limit in an Eswatini file

e-Apostil exists for six document types only: criminal record extract, court judgment, civil registry extract and multilingual birth, marriage and death extracts. What happens to an application when Eswatini cannot be selected is not stated in official sources and was not found on this site. The authority for a physical certificate depends on the document, not on the list: a valilik or kaymakamlık, the provincial or district governor’s office, for a civil registry extract, and the adalet komisyonu başkanlığı at a high criminal court seat for a criminal record extract and a court judgment. There is a limit here: a barcoded printout from e-Devlet cannot receive a physical apostille. Such a document enters the chain with a wet-signed certification by the issuing institution or a notary’s true copy certification. No fee is charged for a physical certificate at a governor’s office.

1965 to 1978: Eswatini’s succession record

The HCCH notifications page records that the Convention applied to the territory of Eswatini through the United Kingdom extension of 24 February 1965. Eswatini notified succession on 3 July 1978; the HCCH table gives the effective date as 6 September 1968, because effect reaches back to independence. Nearly ten years separate notification and effect. When Türkiye became bound on 29 September 1985, Eswatini was already on record; the relationship began that day and no objection is recorded between the two.

The certifying ministry in Eswatini

According to the HCCH authority page, updated on 19 January 2022, the certifying power in Eswatini lies with the Ministry of Foreign Affairs and International Cooperation; no second authority or division by document type appears. A birth record, diploma or notarial document from Eswatini reaches a Turkish office with this ministry’s certificate. The HCCH page shows no fee. The e-APP chart of 13 August 2026 has no electronic apostille or online register for Eswatini, and how a certificate from Eswatini is checked was not found in this site’s survey. Eswatini has not acceded to ETS 063, CIEC 16 or CIEC 17 and is not among the Members of the Hague Conference.

A Turkish document for Eswatini: authority and translation

When an authority in Eswatini wants an apostille on a Turkish document, a valilik or kaymakamlık certifies administrative documents and every notarial act, and the adalet komisyonu başkanlığı at a high criminal court seat certifies the original of a court judgment. A document certified for Eswatini receives no further legalisation from the Legalisation Unit of the Turkish Ministry of Foreign Affairs. Which language and whose certification institutions in Eswatini want on a translation of a Turkish document was not found in this site’s survey; the receiving institution decides. A translation made in Türkiye is certified by a notary, the notary’s certification receives its own certificate, and that certificate confirms the notary’s signature. Whether the Turkish translation of a document from Eswatini covers the certificate is decided by the receiving Turkish institution. Open points: why the e-Apostil list omits Eswatini, the fee, the verification route and the translation language. A translation office renders the text; an e-Apostil application is made by the document holder from their own e-Devlet account.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
