Beside the apostille, Cabo Verde’s record carries a second instrument: CIEC 16, the convention on multilingual civil status extracts. This page is for Cabo Verdean institutions receiving Turkish documents and for Turks with papers from Cabo Verde. It covers the 2010 date, the certifying power split between the justice and foreign ministries, what the 2015 CIEC 16 accession does and does not say about Turkish Formula A, B and C extracts, the route for other Turkish documents and the place of translation.
Cabo Verde’s 2010 record and an unopposed accession
Cabo Verde deposited its accession on 7 May 2009; the HCCH table shows 13 February 2010. Nobody objected; Cabo Verde has objected to no other accession and is not in the Kosovo note. As Türkiye did not object, the relationship began on Cabo Verde’s own date, and the full status report shows no exception between the two. Cabo Verde is not among the Members of the Hague Conference.
Registries and notaries, consular affairs: two directorates general
The HCCH authority page, updated on 19 January 2022, divides the power between two directorates general in two ministries: the Direcção-Geral dos Registos e Notariado of the Ministry of Justice, and the Direcção-Geral dos Assuntos Consulares e Comunidades of the Ministry of Foreign Affairs. Which document goes to which is not stated in the HCCH summary and was not verified here. A Turkish office meets the certificate of one of the two on a Cabo Verdean document. The names are given in Portuguese in the record; the language in which the certificate is printed was not seen on this site. Under article 4 the certificate is written in the official language of the issuing authority, a second language may be added, and the heading is always the French “Apostille (Convention de La Haye du 5 octobre 1961)”. The HCCH page shows no fee.
CIEC 16 in Cabo Verde since 17 October 2015
Cabo Verde has acceded to Convention No. 16 of the International Commission on Civil Status, which took effect for Cabo Verde on 17 October 2015. The convention governs multilingual extracts of birth, marriage and death records; in Türkiye these are issued as Formula A, B and C. Türkiye has acceded to CIEC 16 as well. The convention exempts these extracts from legalisation, and the form itself is multilingual. Cabo Verde has not acceded to ETS 063 or CIEC 17, so the separate CIEC 17 exemption does not operate there.
Turkish Formula A, B and C in Cabo Verde: what the sources leave unsaid
The text of CIEC 16 answers part of the question. Its article 8 has the extracts accepted without legalisation or equivalent formality on the territory of each bound state, and both Cabo Verde and Türkiye are bound. The convention contains no clause on translation, and acceptance without translation is documented in this site’s sources only for Germany, and only for Formula A, B and C. Whether a Cabo Verdean institution asks for a translation of a Turkish formula, and how a given office applies article 8, was not found in this site’s survey; the receiving authority decides, and the question is put to it before the document is obtained. Formula A, B and C are among the six e-Apostil document types, so if a certificate is requested, they can also receive one electronically.
Other Turkish documents for Cabo Verde
A diploma, a criminal record extract, a civil registry extract or a power of attorney falls outside CIEC 16, which covers only the multilingual formulas. When a Cabo Verdean authority asks for an apostille on such a document, the certificate is obtained in Türkiye: a valilik or kaymakamlık, the provincial or district governor’s office, for administrative documents like a diploma or civil registry extract and for every notarial act; the adalet komisyonu başkanlığı at a high criminal court seat for judicial documents such as a criminal record extract or a court judgment. For a notarial act, the province or district may be chosen freely since 30 November 2024. A criminal record extract, a court judgment and a civil registry extract can also go through e-Apostil. An apostilled Turkish document is not legalised again at the Legalisation Unit of the Turkish Ministry of Foreign Affairs.
Translation in a Cabo Verdean file, and open points
Which language and which certification Cabo Verdean institutions want for a translation of a Turkish document was not found in this site’s survey; the translation is set by the receiving authority. A translation made in Türkiye passes through a notary, and the notary’s certification receives its own certificate, which confirms the notary’s signature, capacity and seal. Whether the Turkish translation of a Cabo Verdean document covers the certificate is decided by the receiving Turkish institution. Open points: how documents are divided between the two directorates general, the language of the certificate, whether a translation of a Turkish multilingual formula is asked for in Cabo Verde, the fee and the verification route. A translation office renders the text and gives no view on whether a formula will be accepted.
