Bahrain: QR-coded electronic apostilles since December 2015

The Bahrain row shows 31 December 2013 with no objection; Manama has placed electronic apostilles since December 2015, verified only by QR code.

A Bahrain file may be an employment file: a Bahraini employer may ask a Turkish recruit for a diploma and a criminal record extract, marriage and birth records may follow for family reunion, and companies may send powers of attorney and signature circulars. Unlike several of its Gulf neighbours, Bahrain takes these documents with an apostille, and its own certificates have been electronic for more than a decade. This page is for the Bahraini employer or ministry that receives a Turkish document and the Turkish office that receives a Bahraini one: the 2013 accession, the electronic certificate introduced in 2015, the register that works only through a QR code, the single authority in Manama, and the place of the Arabic translation.

An early electronic apostille in the Gulf: Bahrain from 2015

The e-APP chart records electronic apostilles from the Bahraini Ministry of Foreign Affairs since December 2015. An employment letter, a marriage record or a company document from Bahrain may therefore arrive in Türkiye as an electronic certificate. Whether a Turkish institution wants that certificate printed or as a file is decided by the institution’s own practice; whether Bahrain still places paper certificates alongside the electronic ones is not stated in the chart and was not verified on this site.

10 April and 31 December 2013: a row without objectors or membership

Bahrain deposited its instrument of accession on 10 April 2013, and the HCCH status table shows 31 December 2013; within the six-month window no state objected. Bahrain is absent from the HCCH list of Members, which is one more example of a state joining the Convention without belonging to the organisation. The full status report records no exception of any kind between Türkiye and Bahrain. The source list behind this page includes the HCCH page of Bahraini declarations and notifications, but the data record carries no declaration content from it, so this page makes no claim about whether Bahrain has declared anything.

No register address: how a Bahraini certificate is checked by its code

Bahrain’s e-APP entry names no verification address. The chart’s note explains that the register works through QR codes and that each code generates its own unique link. A Turkish office or notary therefore checks a Bahraini certificate by scanning the code on it rather than by visiting a website, and this site gives no general Bahraini verification address, since the chart names none. For a certificate whose code cannot be read, or one that carries no code, no separate verification procedure was found in this site’s survey.

One authority in Manama and a fee line in four currencies

According to the HCCH authority page, updated on 19 January 2022, the authority in Bahrain lies solely with the Ministry of Foreign Affairs; there is no court or notarial channel. The fee line on that page is striking: the amount appears in four currencies, the local one and three foreign equivalents. None of the four figures is carried over to this site; they are read on the HCCH page, and it is worth remembering that exchange-rate movements may have dated the equivalents since 2022. A Turkish office receiving a Bahraini document sees the ministry’s certificate; the Turkish Ministry of Foreign Affairs does not legalise a document that already carries an apostille.

Work and company papers from Türkiye to Bahrain

A Turkish document for Manama is apostilled by a Turkish authority. Diplomas and civil extracts, and every notarial act such as a notarised translation, a signature circular or a power of attorney, go to the valilik or kaymakamlık, the provincial or district governor’s office; the original of a court judgment and a criminal record extract, both judicial documents, go to the adli yargı adalet komisyonu başkanlığı, the judicial commission at a high criminal court seat. In a company file it is worth remembering that an administrative document dealing directly with a commercial or customs operation is outside the Convention: belonging to a company is no bar by itself, but a customs declaration is not apostilled, and the route for such a paper is asked of the Legalisation Unit of the Turkish Ministry of Foreign Affairs. For the six document types handled by e-Apostil, the official Turkish electronic apostille system, an electronic certificate is available; whether it is accepted in Bahrain was not verified.

Arabic or English for Bahrain and the declaration page left unread

Whether Bahraini institutions want Arabic or accept English was not verified in this site’s survey; the employer or ministry states it in writing. A translation made in Türkiye is notarised, and the notarial act receives its own apostille, which attests the notary’s signature and not the text. A Bahraini document is translated into Turkish after the certificate is placed. Bahrain has not acceded to ETS 063, CIEC 16 or CIEC 17, so no multilingual form spares a civil record the certificate. The open points are the continuation of paper certificates, the verification of a certificate without a code, the translation language, the content of Bahrain’s declaration page, and the form in which a Turkish e-Apostil is accepted. A translation office renders the text; it places no certificate and does not predict the employer’s decision.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
