Algeria: five apostille ministries and the Turkish route

The HCCH date for Algeria is 9 July 2026. Five ministries place apostilles there, by document type; Austria, Greece and Germany objected.

Algeria is one of two destinations that moved to the apostille chain for Turkish documents in the summer of 2026, and it stands apart on one point: the apostille comes not from a single authority but from five different ministries, chosen by the type of document. For a document leaving Türkiye that detail is irrelevant, since a Turkish office places the apostille; for a document coming from Algeria it is decisive. This page covers both directions and shows where the three objecting states touch a file.

July 2026 and the Turkish list that lags behind

Algeria deposited its instrument of accession on 5 November 2025; the date in the HCCH status table is 9 July 2026. Before that date a Turkish document for Algeria passed through the Legalisation Unit of the Turkish Ministry of Foreign Affairs and the Algerian mission. After it those two links fall away: the document is apostilled in Türkiye and presented directly to the Algerian institution. The annexed list of the Turkish Ministry of Justice is dated 10 February 2025 and therefore does not contain Algeria; if a kaymakamlık, the district governor’s office, hesitates over that list, the HCCH row is the document to show.

Five ministries and how the apostille is split

The HCCH authority page distributes the competence in Algeria among five ministries: the Ministry of the Interior, Local Authorities and Transport; the Ministry of Justice; the Ministry of Higher Education and Scientific Research; the Ministry of National Education; and the Ministry of Vocational Training and Education. The logic follows the field that produced the document: an Algerian university diploma and an Algerian court judgment receive their apostilles from different ministries. The HCCH page does not list document by document which ministry is competent; the holder has to ask the Algerian office. No fee is stated on the page.

From Türkiye to Algeria under the apostille

In Türkiye the apostille authority splits in two by document type: the valilik (provincial governor’s office) or the district governor’s office for administrative documents and for every notarial act, and the presidency of the judicial commission at a high criminal court seat for the original of a court document. Algeria’s five-ministry structure has no effect on this side. Whether the receiving Algerian institution wants an Arabic or a French translation, and in which country it wants that translation made, was not verified on this site; since both languages may be requested, the institution should be asked in advance. A translation made in Türkiye is certified by a notary and that certification receives its own apostille.

Austria, Greece and Germany objected

Germany objected on 6 March, Austria on 20 April and Greece on 7 May 2026. Between those three states and Algeria the Convention does not apply; which route a German diploma bound for Algeria, or an Algerian birth record bound for Greece, takes instead is not stated in the sources read for this site. For Türkiye the objections have no direct effect. Their effect shows in three-country files that pass through Türkiye: a person working in Türkiye who has to send a German document to Algeria cannot rely on a German apostille there.

An Algerian document arriving in Türkiye

A document issued in Algeria now reaches Türkiye with the apostille of the relevant ministry, and the Turkish institution does not look for a legalisation by the Turkish Ministry of Foreign Affairs. Algeria is absent from the e-APP chart, so no electronic apostille or online verification page is known. Algeria has not acceded to ETS 063, CIEC 16 or CIEC 17. Unverified points: the distribution of documents among the ministries, the apostille fee, and the language preference of Algerian institutions.

Arabic, French and the unverified language preference

In the direction of Türkiye the translation is clear: an Algerian document in Arabic or French is presented with a Turkish translation certified by a notary; whether that translation also has to render the Algerian apostille is for the Turkish institution receiving the file to say. In the direction of Algeria the language question stays open until the receiving institution answers it. A translation office renders the text in the language requested; it does not choose between Arabic and French on the institution’s behalf.

Translation in the chain

Where does the translation fit?

  1. Document going abroad The sources describe two routes: an apostille on the original, or a translation certified by a notary with the apostille then confirming the notary’s signature. The receiving authority says which it wants.
  2. Foreign document used in Türkiye The sources describe an apostille in its country first, then a Turkish translation with notary certification; the Turkish institution receiving it confirms its own requirement.
  3. Sometimes none is needed Multilingual civil status extracts and some treaties remove the translation or the apostille. The authority that receives the document decides.
